Kelly lived in Edgar County, Illinois, as early as 1826, when he was appointed school commissioner for the county. He also served as Edgar County recorder from 1835 to 1839. From 1840 to 1842, Kelly served alongside Abraham Lincoln in the Illinois House of Representatives, representing Edgar County. He was a Democrat.
