Samuel S. Kelly was a businessman in Philadelphia, Pennsylvania. In 1839, he was a tailor on South Fourth Street. He later moved his business to Walnut Street above Eighth. In 1858, he won election to the Board of Health representing the Eighth Ward. In 1860, he was living in the Eighth Ward with his wife Anna and four children. During the Civil War, he served as inspector of clothing at the United States' Arsenal, Gray's Ferry Road. He was a member of the Hibernian Society for the Relief of Emigrants from Ireland.
