Menard was the son of Illinois Lieutenant Governor Pierre Menard. Menard served alongside Abraham Lincoln in the Illinois House of Representatives for one term, 1838 to 1840, representing Randolph County. In 1860, he owned $10,000 in real estate and $1,000 in personal estate. Menard was once again elected into the Illinois House of Representatives for one term, 1863 to 1864, representing Randolph County.
