Neal emigrated with his family from Bourbon County, Kentucky to Sangamon County, Illinois, in 1828, settling in what would become Chatham Township. In 1830, he married Julianne (Julia) Wyckoff, with whom he had four children. In 1835, Stephen purchased approximately 30 acres of public land near Chatham. Julia Neal died around 1842, and in 1843, Stephen wed Elizabeth Proctor, a union that produced six children. In 1850, Stephen was farming and owned real estate valued at $2,500. By 1860, he owned real estate valued at $12,000 and had a personal estate of $3,000. In 1862, Stephen wed a third time, marrying Lucinda White, with whom he had one child.
