Parker lived in Coles County, Illinois, as early as 1831. He served as a private in a Samuel Brimbery's company of the Third Illinois Mounted Volunteers during the Black Hawk War. Parker was a county commissioner for Coles County, serving from 1834 to 1836. He represented Coles County in the Illinois Senate from 1836 to 1838, 1842 to 1846, and 1851 to 1854. When the Mexican War broke out, Parker served as a private and assistant quartermaster in the Third Illinois Infantry. In 1850, Parker, a farmer, owned $35,000 in real estate.
