Phillips married Susannah N. Cullom in Wayne County, Kentucky in 1824. In October 1830, the couple moved to Tazewell County, Illinois, among the first settlers of what would become Morton Township. From 1835 to 1836, Phillips served as sheriff of Tazewell County. In 1850, he was farming and owned real estate valued at $1,000.
