Proctor lived in Fulton County, Illinois, from the time he was a small child until his death. He started the first bank in Lewistown and later established a wool factory there. In 1854, he married Marie Antionette Talbott, and together they had two children. In 1860, Proctor was a banker in Lewistown, and he owned $5,800 worth of real estate and $8,000 worth of personal property.
