Samuel R. Saltonstall was a physician, state legislator, and town supervisor. He received his primary and secondary education in schools in his native state. Saltonstall matriculated to St. Louis University, where he received his medical degree. He moved to Tazewell County, Illinois, in 1839, settling in Tremont, where he opened a medical practice. In December 1840, he married Elizabeth Harris, with whom he would have three children. In addition to his work as a physician, Saltonstall took an active interest in civic affairs, serving as a town supervisor on the Tremont Board of Supervisors. In 1850, he was practicing medicine in Tremont and owned real property valued at $1,500. By 1860, the value of his real property had increased to $25,000, and he had a personal estate of $5,000. From January to February 1865, Saltonstall represented Tazewell County in the Illinois House of Representatives. He was a Democrat.
