William T. Stamper was a city government official and merchant from Decatur, Illinois. He arrived in Illinois in 1842 and settled in Decatur in 1843, opening a dry goods business. He was a member of the firm of Condell, Jones & Company for several years, and later was the senior partner of Stamper & Condell. In January 1846, Stamper married Ann M. Snyder. From 1850 to 1854, Stamper was a member of the Decatur City Board of Trustees, serving as president from 1852 to 1853. In 1850, he was a merchant and owned real property valued at $1,000. By 1860, Stamper was living in Decatur's Third Ward and owned real property valued at $10,000 and a personal estate of $10,000. Stamper was a Mason and member of the Methodist Episcopal Church.
