Tolly arrived in Sangamon County, Illinois sometime around 1838 or 1839. Between 1840 and 1850, Tolly and his family moved to Mason County, Illinois. In 1850, he was working as a wagon maker. Tolly and his family eventually moved to Kansas. While still living in Kentucky, Tolly married Elizabeth Mace, with whom he had eight children. Elizabeth Tolly died in 1838, and in 1840, Tolly married America Kelly.
