In 1821, commissioners appointed for the purpose chose a site for the county seat of Greene County and established the town of Carrollton there. Residents incorporated Carrollton as a town under provisions of the general municipal act of 1831. In 1847, the Illinois General Assembly dissolved the original town corporation, and in 1861, it again incorporated Carrollton as a town.
