1 BE IT ENACTED by the Senate and House of Representa-
2 tives of the United States of America in Congress assembled,
3 THATthe sum of twenty-five thousand dollars be, and the
4 same is hereby, appropriated out of any money in the
5 treasury, not otherwise appropriated, to purchase of Mrs. D.
6 P. Madison, widow of the late James Madison, formerly Presi=
7 dent of the United States, all the unpublished manuscript papers
8 of the said James Madison no belonging to and in her pos=
9 session, and upon delivery thereof to the Secretary of State, with
10 a proper conveyance of title to the United States, the said
11 sum of money, upon the certificate of the Secretary of State of
12 the delivery and conveyance of said papers, shall be paid at the
13 treasury, agreeably to the wishes of the said Mrs. Madison, and
14 in the manner following, namely, five thousand dollars of said
15 sum of twenty-five thousand dollars, to be paid to her, and the
16 residue of twenty thousand to James Buchanan, now Secretary
17 of State, John Y. Mason, Secretary of the Navy, and Richard
18 Smith, Esq. of Washington City, to be held, put out to interest,
19 vested in stocks, or otherwise managed and disposed of by
20 them or the survivor or survivors of them, as trustees for the
21 said Mrs. Madison according to their best discretion and her
22 best advantage _ the interest or profit arising from the said
23 principal sum to be paid over to her as the same accrues _ the
24 said principal sum to be and remain inalienable during her
25 life time, as permanent fund for her maintenance, but sub=
26 ject to be disposed of as she may please by her last will and
27 testament.—
