Sec[Section] 1st Be it enacted by the People of the State of Illinois represented in the general assembly,
That in no instance, shall the county commissioners of any county in this state, be compelled to pay out of the county Treasurys any expences of laying out state roads unless such commissioners shall make an order in the Record of their court, agreeing to make such payment, before the services are rendered, provided, that this act shall not effect the rights of persons who may render services in laying out state roads before this act takes effect, This act to be in force after the 1st of March2 next,

1William Moore introduced HB 132 in the House of Representatives on January 19, 1835. On January 20, the House referred it to a select committee. The select committee reported back the bill on January 22 without amendment. The House referred the bill to another select committee. The select committee reported back the bill on January 26 with an amendment, in which the House concurred. The House further amended the bill by striking out the words “1st Sept.” and inserting the words “1st of May.” On January 27, the House amended the bill by striking out the words “1st May” and inserting the words “1st March.” The House passed the bill as amended. On January 30, the Senate refused to read the bill a second time.
