Sec[Section] 1. Be it enacted by the people of the State of Illinois represented in the General assembly that John Summers & Wm Gillam of Morgan County and Wm Watson of Pike County be and they are hereby appointed Commissioners to view, survey, mark[,] and locate a Road from Jacksonville in Morgan County to Pittsfield in Pike County thence in the direction of Atlas, untill it intersects the State Road which passes from Meacham[]s ferry via Atlas, to Burnett[]s ferry2 varying as little as practicable from a direct line having in view the most eligible route its permanency and a due regard to Private property
^Sec 2^ the said Commissioners, or a majority of them shall on the first monday in April next or within one month thereafter ^meet^ at Jacksonville and after being duly sworn by some Justice of the Peace faithfully to discharge the duties required of them by this act shall proceede to view[,] mark[,] and locate Said Road by fixing Stakes in the prarie and making blazes in the timber and as soon

as practicable thereafter cause to be made a Map of the Survey of Said road certified by them and forward a copy thereof to the Clerk of the County Commissioners Courts of each of Said Counties which shall be filed in his office and the said road thus laid out shall be and is hereby declared a public State road and shall be opened and keep in repair in the same manner as other State roads are
Sec 3 the said Commissioners are authorised to employ two Chain carriers to assist in locating said road and the County commissioners of said Counties Shall allow said Commissioners for locating said road including all necessary expenses incured in the Survey[,] location[,] and marking said road, ^as they shall deem just^ to be paid equally out of the County treasury of each County

1On January 21, 1835, William Ross in the House of Representatives presented the petition of sundry citizens of Pike and Morgan counties requesting a road Jacksonville to Pittsfield. The House referred the petition to a select committee. Ross from the select committee introduced HB 196 in the House on January 31, 1835. The House referred it to a select committee. The select committee reported back the bill on February 2 with sundry amendments. The House referred the bill and proposed amendments to a select committee. The select committee reported back the bill on February 3, recommending non-concurrence with the proposed amendments. The House rejected the proposed amendments and voted not to engross the bill for a third reading.
