Sec[Section]. 1^st Be it enacted by the people of the State of Illinois Represented in the General Assembly, That Walter B Scates be and he is hereby authorized and empowered to examine, and audit and adjust the fee bills of Simeon M Hubbard, clerk of the Franklin circuit court, for Services rendered by him as clerk in all cases in which the President and directors of the State Bank of Illinois, were a party; so far as said services were rendered for said Bank, and for which it is, or would be Liable as such party.

Sec. 2. Said Scates shall deduct from the amount found due said Hubbard by the foregoing Section, all sums of money, if any, which may be due and owing by the said Hubbard to the said Bank, either as principal or security, by Judgement, note, account or otherwise; and also all such sums as may have been paid him, on account of his said services, and the amount thus found due upon such adjustment of his fees and accounts and remaining unpaid, the said Scates shall certify to the auditor of Public accounts, under his hand and seal, and the auditor shall file said certificate and shall thereupon issue his warrant upon the Treasury for such amount, specifying on the face of said warrant on what account it is due, and the treasurer shall make a memorandum thereof in the Bank Books or accounts, against the said Hubbard.

Sec. 3 The Treasurer of the state, and the states attorney of the Third Judicial circuit shall as soon as conveniently may be, deliver over to the said Scates all the notes, if any, or other evidence of the indebtedness of the said Hubbard to the Bank; and all receipts &c[et cetera], of monies paid said Hubbard, by the Bank on account of Services rendered it by him, to Enable said Scates to audit, and adjust said fee bills.
