A bill for An act concerning the distribution of the laws and journals of the General Assembly.
Section 1st Be it enacted by the people of the State of Illinois, represented in the General Assembly, That the Secretary of State, be, and he is hereby authorized and required, to give at least twenty days notice, by advertisments in the news papers printed & published at the seat of Government of this State, that he will, up to a certain day to be named in the said advertisment, receive sealed and separate proposals for contracts, for the distribution of the laws and journals, of the General Assembly, to the officers authorized to receive them ^clerks of the County Commissioners Courts^, in the several and respective judicial1 circuits in this State.
Section 2. On the day designated in the said advertisments, for making the Contracts, he shall open the said sealed proposals, and let the contracts for the said service, in each judicial district ^circuit^, to the lowest responsible bidder therefor; provided that if there should be no proposals for the ^said^ distribution, in any judicial circuit; or if he shall have reason to believe, the bids to be too high, by reason of combination between the bidders, or from any other cause, he may

let the contracts on the best terms for the interests of the State, and in the manner now provided by law. This act to be in force from & after its passage.
