Sec.[Section] 1st Be it enacted by the people of the State of Illinois Represented in the General Assembly; That the Secretary of State, be, and he is hereby authorized and required, to give
at Least twenty days notice, by advertisements in the news papers printed and published
at the Seat of Government of this State, that he will, up to a certain day to be named in the Said advertisement, receive
Seal[ed] and Seperate proposels for contract^s^ for the distribution of the Laws and Journals of the General Assembly, to the clerk of the county commissioners courts, in the Several and respective Judicial circuits in this State.2
Sec. 2. on the day designated in the Said advertisement, for making the contracts, he
shall open the Said Sealed proposels, and let the contract^s^ for the Said Service, in each Judicial circuit, to the Lowest responsible bidder
therefor. Provided, That if [?] should be no proposels for the Said distribution, in any Judicial circuit, or if he shall have reason to
believe, the bids to be too high, by reason of Combination between the bidders, or
from any other cause, he may Let contracts on the best terms for the interest of the
State, and in the manner now provided by Law.3 This act to be in force from and after its passage.
