Sec[Section] 1 Be it enacted by the people of the state of Illinois represented in the General Assembly; That Peter Warren, John Storm and Andrew Caldwell of the county of Shelby, the undertakers and builders of a certain bridge under the authority of the county commissioners’ court of said county, across the Kaskaskia River near Shelbyville in said county be and they are hereby entitled to all the benefits of an appropriation of five hundred
dollars made for building said bridge by an act “approved February 16th 1831.” appropriating a portion of the avails arising from the sales of saline lands in Gallatin County to internal improvements.2
Sec 2 That the said Peter Warren, John Storm[,] and Andrew Caldwell are hereby authorized, either individually, collectively or by agent under the direction
of the commissioner, of the Gallatin County Saline lands (to select and locate) any number of acres of land in legal subdivisions at the minimum price of said lands
untill the same will amount to a sum equal to the said appropriation of five hundred dollars.
Sec 3 That said lands shall be selected and located within six monthes from the passage of this act, and so soon as the same is done a description of the
tracts so selected shall be filed with the commissioner of the Gallatin county Saline lands; whereupon he is hereby authorized and required to issue the usial certificate of purchase to the said Peter Warren, John Storm and Andrew Caldwell in equal portions, or in such other manner as they may prefer; The said Peter Warren, John Storm and Andrew Caldwell or either of them, or their agent executing to the said commissioner the customary
receipts in such case required for the full amount of said

1On December 10, 1834, William Williamson introduced in the Senate the petition of Peter Warren, John Storm, and Andrew Caldwell, requesting compensation for building a bridge across the Kaskaskia River. The Senate referred the petition to a select committee. In response to this petition,
Williamson from the select committee introduced SB 51 in the Senate on January 7,
1835. The Senate passed the bill on January 22. On January 29, the House of Representatives referred the bill to a select committee. The select committee reported back the
bill on January 31 with an amendment, and the House tabled the bill and proposed amendment.
On February 3, the House concurred in the proposed amendment and amended the bill
again. On February 5, the House voted against passage of the bill by a vote of 13
yeas to 36 nays, with Abraham Lincoln voting yea.
