AN ACT to vacate the survey and plat of the town of Concord and West Windsor.

Proprietors of town of Concord and West Windsor may change plat of said town
Sec.[Section] 1. Be it enacted by the people of the State of Illinois represented in the General Assembly, That the proprietor of the towns of Concord and West Windsor,2 in the county of Putnam, and the owners of lots therein, be and they are hereby authorised and empowered to alter, change or vacate the survey and plat of said town, provided, the consent of all the proprietors and owners aforesaid shall be first had in writing, which shall be acknowledged before some justice of the peace of the county and recorded in the recorder’s office of the county of Putnam.

1On February 2, 1837, Thomas Atwater in the House of Representatives presented the petition of Joseph Brigham , requesting a bill to vacate the plat and town of Concord, Illinois. The House referred the petition to the Committee on Propositions and Grievances. In response to this petition, Milton Carpenter from the Committee on Propositions and Grievances introduced HB 197, originally titled, “A Bill to Vacate the Survey and Plat of the Town of Concord,” in the House on February 8. The House amended the bill by adding after the word “Concord,” the words “and West Windsor.” On February 15, the House passed the bill as amended, amending the title of the bill to include the words “and West Windsor” after the word “Concord.” The Senate passed the bill on February 23. On February 28, the Council of Revision approved the bill, and the act became law.

2On February 8, 1837, the House of Representatives added the words “and West Windsor.” On January 16, Thomas Atwater had given notice of his intention to introduce a bill to vacate the town plat of West Windsor, but he did not introduce this proposed bill. It was Atwater that moved that HB 197 include West Windsor.
