Preamble
Whereas it is important to the citizens of this State, that the rules regulating the proceedings and practice of the Supreme Court, the principles of law applicable to the great variety of important cases Cognizable in that court, and governing the [?] of the Citizens of this State to a great extent should be promulgated and [?] equally [?] to Citizens, officers[,] and professional men, and shoul[d] be known and understood, to the end, that the rules of property may remain stable and uniform.
Therefore
Section 1. Be it enacted by the people of the State of Illinois represented in the General Assembly That there shall be appointed by the Judges of the Supreme court, a fit and proper person, skilled in the law, as law reporter, who shall receive such compensation for his services as the General Assembly shall provide.
Sec[Section] 2 It shall be the duty of the said reporter, to Collect, arrange[,] and Compile in order, all such Cases as have been or shall be decided in the Supreme Court of this State, from the year A.D. 1831 to the end of the present term of said Court inclusive, with the opinions of the Justices of said Court [?] Such Cases determine[?] therein
Sec 3. It shall be the duty of the [?] furnish a fair Copy of said reports and opinions regularly digested, with a fair and proper index to the Same, to the public printer of this State, who shall print the same number of copies of the said reports as shall be printed of the public acts of the present General Assembly.
Sec 4. Said reporter shall superintend the printing

of said reports, carefully comparing the proof sheets with the copy, and causing all tipographical or other errors which may be discovered, to be corrected before the same shall be printed.
Sec 5. When the said reports shall be printed the Secretary of State is hereby authorized and required to contract with some suitable person, to bind the same [?] half binding with leather backs and Co[?] use his best [?] as soon as practicable [?]the most [?]tageous terms for the interest of the State
Sec 6 It shall be the further duty of the Secretary of State on the Completion of the binding of said reports, to dispose of the same, as is provided, for the distribution of the revised laws, by the 5th Section of the act entitled “an act to provide for the publication of the revised laws of this State” approved February 19th 1827.2
Sec 7. And the further distribution of said reports shall be governed in all respects by the provisions Contained in the fifth, sixth, seventh and eigth Sections of the above recited act.3
Sec 8. On the fulfilment of any Contract for printing, binding, folding[,] and stiching, or distributing the said reports, the Secretary of State shall Certify the same to the Auditor, who shall issue his warrant on the Treasurer for the sum due in favour of person or persons entitled to Compensation.

1On January 18, 1837, the House of Representatives passed a resolution creating a select committee to inquire into publishing the decisions of the Supreme Court. On February 14, Parvin Paullin of the select committee introduced HB 292 in the House, and the House passed the bill on February 24. On February 28, the Senate referred the bill to the Committee on the Judiciary, which took no further action.

2Section five stipulated the number of copies the secretary of state was to distribute to respective state offices and officials.

3Section five stipulated that any surplus copies of laws left over after the secretary of state distributed copies to state officials would be kept by clerks of county commissioners’ courts for distribution to county officials. Sections six and seven stipulated the responsibilities of clerks in this distribution, and section eight pertained to the return of revised laws when county officials left office.
