Be it enacted by the people of the State of Illinois, represented in the General Assembly, That it shall be the duty of the county commissioners of any county in this state in which there may be any justice precinct or precincts which are not entitled by
law to but one justice of the peace and ^one^ constable, where they may be satisfied that the public good requires it, to order
an election to be held in any such precinct or precincts, for an additional justice
of the peace and constable, who shall hold their offices until the next regular election
of justices of the peace and constables, and their successors shall hold their offices
for the same length of time that other justices of the peace and constables hold their
offices, and [...?] shall give the same securities, be commissioned in the same manner, have the same
powers, and be subject to the same laws, rules and regulations of other justices of
the peace and constables of this State.
2 In all cases when vacancies have occurred, or may ^hereafter^ occur in the offices of Justices of the Peace or Constables, it shall be the duty
of the Clerk of the County Commissioners ^Court^ upon notice of the existence of such vacancy ^being given to him^ to order an election for to fill said vacancy.

1William W. Happy introduced HB 31 in the House of Representatives on July 14, 1837. On July 19, the House amended the bill by adding an additional
section not shown on this text. The House then passed the bill and afterwards amended
the title by adding “and county commissioners.” On July 19, the Senate referred the bill to a select committee, which took no further action.
