AN ACT explanatory of the act to amend the several acts in relation to Common Schools, approved March 4th, 1837.

Sec.[Section] 1. Be it enacted by the people of the State of Illinois, represented in the General Assembly, That the third section of the act to amend the several acts in relation to common schools, approved March 4th, 1837, shall be construed to extend, apply to, and embrace only that surplus revenue which is added to, and made to form a part of the common school fund, by the provisions of the first section of the act herein recited.

1William Ross introduced SB 1, originally titled “A Bill to Suspend Proceedings Under the Act to Establish and Maintain a General System of Internal Improvements, and for Other Purposes,” in the Senate on July 15, 1837. The Senate referred the bill to the Committee on Internal Improvements. The Committee on Internal Improvements reported back the bill on July 19 with an amendment, in which the Senate concurred by a vote of 24 yeas to 13 nays. The Senate passed the bill as amended on July 20, amending the title so as to read “A Bill Explanatory of the Act to Amend the Several Acts in Relation to Common Schools, Approved March 4th, 1837.” The House of Representatives concurred on July 21. On July 21, the Council of Revision approved the bill and the act became law.
