Sec[Section] 1. Be it Enacted by the people of the state of Illinois Represented in the General Assembly. That in case of the resignation or refusal to act of any agent of the state appointed under the provisions of an act passed during the present Session of the General Assembly, entitled “An act to protect the Canal lands against Trespasses” during the recess of the General Assembly, the Governor is hereby authorized and required to appoint a successor or successors to such agent or agents, and the person or persons so appointed shall possess the powers and perform the duties required of the agents elected under the provisions of the act aforesaid
