AN ACT to increase the Capital Stock of certain Companies.

Sec.[Section] 1. Be it enacted by the people of the State of Illinois, represented in the General Assembly, That the capital stock of the Pittsfield and Mississippi Railroad Company is hereby increased the sum of two hundred thousand dollars; and the capital stock of the Winchester, Lynnville, and Jacksonville Railroad Company, is hereby increased two hundred thousand dollars. The president and directors of said companies shall severally have power to dispose of the stock not subscribed for, upon such terms as they may deem for the interest of the companies. 2

1Albert G. Leary introduced HB 40, originally titled “A Bill to Legalize Certain Terms of the Circuit Courts in the Seventh Judicial Circuit,” in the House of Representatives on July 15, 1837. The House passed the bill on July 18. On July 19, the Senate refused to read the bill a third time. The Senate later re-considered this vote, and referred the bill to the Committee on the Judiciary. The Committee on the Judiciary reported back the bill on July 20 without amendment, and the Senate referred the bill to a select committee. The select committee reported back the bill with an amendment, in which the Senate concurred. The Senate passed the bill as amended, amending the title so as to read “A Bill to Increase the Capital Stock of Certain Companies.” On July 21, the House rejected the Senate amendments and amended title. The Senate adhered to its amendments, and the House receded from its nonconcurrence. On July 21, the Council of Revision approved the bill and the act became law.

2On July 20, 1837, the Senate amended the bill by striking out all after the enacting clause and adding new language. It also amended the bill title.
