1Be it enacted by the people of the State of Illinois represented in the general assembly that whereas the state of the public roads are such that at times, they are almost
impassable—that for the purpose of raising a fund for their improvement in the manner
hereafter mentioned, Jacob Brown be and is hereby licensed and authorised to vend[,] Sell[,] and dispose of Lottey Ticketts, within the limits of the State of Illinois until the Sum of forty thousand dollars be raised for ^the^ purpose herein named provided the saidBrown shall before the sale of any said Ticketts give bond with sufficient Security running to the people of the State of Illinois to be approved by the secretary of State and filed in his office conditioned that
the said Brown his executors, administrators[,] or assigns shall and will well and truly pay into the treasury of the state of Illinois the sum of five per centum on the Sale of Ticketts which Sum when paid into the treasury aforesaid Shall be subject to be drawn therefrom

by three commissioners appointed by the Legislature the duty of which commissioners shall be to Superintend the Expenditure of Said Sum
So placed in the treasury as aforesaid as they in their Judgment may deem expedient
and as may be most required for the improvement of any portion of the following road
viz From Chicago to Vincennes the Said commissioners shall be allowed the Sum of two dollars per day for services
rendered in the discharge of their duties as aforesaid to be paid from Said fund upon
their certifying to the treasurer the number of days they have actually Served as
such commissioners. the Said Brown shall make the payment of the Said five per centum on the Sale of Ticketts Sold as aforesaid into the State treasury making at the Same time a Statement as
to the amount of Ticketts Sold by him—at the expiration of every three months and the said commissioners in
addition to the powers already given them shall have the power and authority to examine
the books and papers of Said Brown for the purpose of ascertaining the correctness of Said Statement and if Said Statement
Should prove to be incorrect they shall report the same to the attorney General who
shall be and is hereby authorised to commence an action on

Said bond the penal Sum thereof Shall be forfeited to the state of Illinois in case of the broach of any of the covenants in Said bond Said action be commenced in the name of the people of the State of Illinois and Said Sum, when collected Shall be appropriated for the purpose of the improvements
of Said road as aforesaid and in case of a recovery on Said bond all rights[,] privledges[,] and immunities hereby granted Shall be forfeited
