Sec[Section] 1. Be it enacted by the people of the State of Illinois represented in the General assembly that the sum of seven thousand dollars be and the same is hereby appropriated, out of the internal improvement fund of this State for the improvements of the Navigation of the Embarrass river, to be applied and expended under the authority and direction of the Board of Public works

Sec 2. The Board of Public works shall cause said improvements to be made as early as practicable, by removing all the trees, drift, snags[,] and other obstructions in the bed of said river between Norfolk’s mill on the said river and the mouth of said river. By excavating bars when necessary, cutting and clearing timber from the banks, and making cut offs or otherwise changing the channel of said river when found necessary which said improvements shall be commenced at Norfolk’s mill aforesaid, and continued thence downward to the mouth of said river
