Be it enacted by the People of the State of Illinois, represented in the General Assembly:
That Daniel F Hitt his heirs and assigns are hereby autherised and empowered to build and maintain a mill dam across a Slough of the Illinois river on the North half of Section twenty two in Township twenty three North of Range two
East of the third principal Maredian in LaSalle County on The North Side of the Island there situated in the Illinois River
Sec[Section] 2d Said dam Shall be So Constructed as not to interfear with the navigation of Said River and if at eny time the State Shall improve the navigation of the Illinois River the wright acquired under this act Shall not be So Construed as to prevent the State from making Such improvement free of Charge for damages in consequence of the erection ^[...?]^ of Said dam
