Sec. [Section]1 Be it enacted by the people of the state of Illinois represented in the General Assembly That Freeman S Gorham of Fulton County Joseph Houston of Warren County and Samuel Lee of Hancock Countybe and they are hereby appointed, commissioners to view, mark, and located, a state road from Ellisville, through Mount Olive in Fulton County, and Bedford in Warren County, to Appanooce in Hancock County
Sec. 2 The said commissioners, or any two of them shall meet in the town of Ellisville in the fourth Monday in May next, or within six months thereafter, and after being duly sworn before some Justice of the peace faithfully to perform the duties required of them by this act, shall proced to view[,] mark, and locate, said road from point, to point as direct, as the nature of the ground will admit doing as little damage as possible to private property said commissioners shall as soon as possible in a reasonable time after they locate said Road make maps according to the survey, and sign the same, and file a copy thereof with the county commissioners Courts2 of the county through counties through which said road may pass
Sec 3 Said road when so laid out located, shall be a public highway, and shall be opened four rods wide and be kept in repair, as other states roads are
Sec 4 The county commissioners Courts of the several counties through which the above named road shall pass shall ^allow^ a reasonable compensation to their respective commissioners and such other hands

1On February 4, 1839, Jonas Rawalt in the House of Representatives presented the petition of citizens from Fulton, Warren, and Hancock counties, requesting a state road from Ellisville to Appanoose. The House referred the petition to a select committee. In response to this petition, Rawalt of the aforesaid select committee introduced HB 275 in the House on February 6. The House passed the bill on February 26. On March 1, the Senate tabled the bill.
