Whereas it has been represented to the General Assembly, that William C. Rall deceased late of the County of Schuyler in his life time laid out a Town in said County called Brooklin City and sold numerous lots in said Town some by written and some by verbal Contracts and recorded partial payments on the
said lots in his life time and died before making deeds to the same and whereas it
has been represented further that the estate of [the] deceased is so much indebted as to make it necessary to sell a portion of the real goods estate to satisfy the debts against the estate Therefore
Sec[Section] 1. Be it enacted by the people of the state of Illinois represented in the General Assembly That William Lewis Administrator of [the said] William C. Ralls deceased be and he is hereby authorized and empowered, to make and execute deeds
to all Town lots in the Town of Brooklin City in the County of Schuyler which the said Ralls in his life time sold either by written or verbal Contracts, and upon which the said Ralls had received partial payments and for which he had failed to execute deeds to the
several purchasers in his life time and also, to sell, and convey by deed duly executed any, and all Town lots in said
Town belonging to the Estate of

the said Ralls, provided, he may find it necessary so to do for the payment of the debts deceased,
provided also, that the said administrator shall not make and execute a deed to any of said lots until payment in full shall
have been received for the same.
Sec. 2d That in all cases It shall be necessary for the widow of the said Ralls deceased[?] Administrator in [?] making and [?] [con]veyance of any Lot or Lots which may conveyed under the provisions of this ActAnd all deeds made in pursuance of this act, shall be good and effectual in Law in Law to pass all the right[,] title[,] and interest which the said Ralls, had in and to said lots at the time of his death

1On February 12, 1839, Jesse M. McCutchen in the House of Representatives presented the petition of William Lewis, administrator of William C. Ralls, deceased, requesting authority to confirm contracts and convey real estate of the
deceased. The House referred the petition to the Committee on the Judiciary. In
response to this petition, McCutchen of the Committee on the Judiciary introduced
HB 328 in the House on February 19. The House passed the bill on February 26. On
March 1, the Senate indefinitely postponed consideration.
