Sct[Section] 1 Be it enacted by the people of the state of Illinois, represented in the General Assembly, that the President and board of Trustees of the town of Liberty, in the County of Randolph, be and they are hereby authorised and empowered to increase the Annual ad valorem tax on town lots to any rate not exceeding two and a half per Centum that they may, at any time think necessary for carrying on public improvements, within the limits of said town
2d Said President and trustees, are hereby vested with power and authority to borrow upon the faith and credit of the Corporation, a sum of money, not exceeding twenty-thousand dollars, for the purpose of securing the bank of the River, and improving the streets and alleys of said town; and to this end said President and trustees may make and execute certificates of stock under the seal of the Corporation, to be styled, “the “Liberty improvement stock,” and the power to borrow, may may be executed by the sale of said certificates of stock, and said President and trustees shall have power to take and use all proper means and measures for the transferring said stock. Said certificates of stock shall be redeemed in twenty years.
