AN ACT to increase the corporate powers of the town of Liberty.

Tax may be increased.
Sec.[Section] 1. Be it enacted by the People of the State of Illinois, represented in the General Assembly, That the president and board of trustees of the town of Liberty, in the county of Randolph, be, and they are hereby, authorized and empowered to increase the annual ad valorem tax on town lots to any rate, not exceeding two and a half per centum, that they may at any time think necessary for carrying on public improvements within the limits of said town.
May borrow money.
Style of stock.
Sec. 2. Said president and trustees are hereby vested with power and authority to borrow, upon the faith and credit of the corporation, a sum of money not exceeding twenty thousand dollars, for the purpose of securing the bank of the river, and improving the streets and alleys of said town; and to this end, said president and trustees may make and execute certificates of stock, under the seal of the corporation, to be styled “Liberty improvement stock;” and the power to borrow may be executed by the sale of said certificates of stock; and said president and trustees shall have power to take and use all proper means and measures for the transferring said stock. Said certificates of stock shall be redeemed in thirty years.

1On February 6, 1839, Senator Richard B. Servant presented a petition of citizens of the town of Liberty requesting an increase in the corporate powers of the town, and the Senate referred the petition to a select committee. On February 6, Senator Servant of the select committee introduced SB 187 in the Senate. On February 6, the Senate passed the bill. On February 14, the House of Representatives passed the bill. On February 19, the Council of Revision approved the bill and the act became law.
