Sec[Section] 1 Be it enacted by the people of the State of Illinois represented in the General Assembly, That it shall be lawfull for the Commissioners of the Board of Public works, and the Board of Commissioners of the Illinois and Michigan Canal to act in conjunction and adopt and execute measures to bring into the State labourers to be employed on the Canal and works of Internal Improvements in the state, said boards shall take such measures in acting under the provisions of this act, as will prevent any and all loss to the State in consequence thereof and this act, shall not be executed unless the two boards shall be satisfied that the interest of the State will be promoted thereby
