AN ACT to provide an increase of facilities in procuring laborers on the public works.
1Commisioners to adopt measures.
Sec.[Section] 1. Be it enacted by the People of the State of Illinois, represented in the General Assembly, That it shall be lawful for the Commissioners of the Board of Public Works,2 and the Board of Commissioners of the Illinois and Michigan canal,3 to act in conjunction, and adopt and execute measures to bring into the State laborers to be employed on the canal and works of internal improvement in the State. Said Boards shall take such measures, in acting under the provisions of this act,
as will prevent any and all loss to the State in consequence thereof; and this shall not be executed, unless the two Boards shall
be satisfied that the interest of the State will be promoted thereby.

1On February 12, 1839, William Thomas introduced SB 214 in the Senate. On February 23, the Senate passed the bill. On March 2, the House of Representatives passed the bill. That same day, theCouncil of Revision approved the bill, and the act became law.

2Section four of the internal improvement act created a seven-person board of public works to promote, maintain, supervise, and
direct the system of internal improvements.
3The General Assembly enacted two laws, one in 1835, and one in 1836, authorizing the construction of the Illinois and Michigan Canal. Both provided for a board of commissioners to supervise construction and maintenance of the canal.
