Sec[Section] 1 Be it enacted, by the People of ^the^ State of Illinois, represented in ^the^ General Assembly: That hereafter the Board of [?]
[?] elected & qualified as now provided by law, and of the Governor, or person administering
the Government, who is hereby constituted and declared to be Ex. officio fund Commiss[ion]er; and said Board so constituted are hereby ves[ted wi]th all the powers, and subject to all the [?], as is now provided, by law [?]
Sec 2. In the election of fund Commissioners one of [them?] shall be designated [?] as Canal Commissioners [?] other [?] and [?]
Sec. 3 It shall be the duty of the Com[missio]ner of Loans; [?] with the consent of the Board of fund [Com]missioners, to negociate all loans, authorized by law, in aid of the internal improvement system & Banks of
this state, and such other loans as the Board of Fund Commissioners may [?]

Sec. 3 The Auditing and Disbursing Commissioner shall hold his office, at the seat of
Government, and it shall be his appropriate duty by [?] with the advice & concurrence of the [Board ] of Fund commissioners to disburse the Funds coming [?]

of the B[oard] and furnish[?] of Publi[c Wor]ks & the several acting commissioners, under the authority of Law & the rules & regulations,
of the Board of Fund Commissioners, adopted from time to time to secure & protect
the interests of the State [

[commence?] of Contracts, [?] entitled to receive money from the State [and?] all drafts & funds, necessary for the payment of such demands; And to settle, audit[,] & adjust, all accounts of the Board of Public Works, a[nd ea]ch & every Acting Commissioner of the Bo[ard of] Fund commissioners.
Sec. 4. The Board of Fund [Commissioners]
[may?] appoint a Secretary, as now provided [?] and may remove such officer at [pleasure]
Sec. 5 The Board of Fund Commissioners shall hold a stated meeting at their office on
the first mon[da]ys in June & December, in each year, and shall continue in session, during [the] time the Board of Public works, shall continue their sessions.
[?] The Board of Public Works [sha]ll furnish the Board of Fund Comm[issioners] with a copy of all contracts entered into by them; or by either of the Acting Commissioners;

the contract of such contractor; or notice of the employment of such persons, is so

as ^secretary^ as engineer, agent, carpenter [Sec. 7. T[he] term of ^office of ^ the Present
^existing^ Board of Public Works, shall expire, on the da[y] of the first meeting of the new Board, to be [commenced?] according to law, as soon as [convenient?] before the first Monday ^as^ in each [?] year, or after their election.
Section 8 [The] existing Board of Public Works, [?] Acting Commissioners, on going out of [office] as provided for in the preceding section, [sh]all hand over to their successors all books, vouchers, papers, reports, Drawings,
[certifications?], and other documents, [relating to?] their said office; and also [all property?] of the state in their possession, with a true and correct inventory thereof, as soon as convenient
after the expiration of their said office; and shall settled up & close all their
[assets?], as provided by law; and pay ove[r a]ll monies ^remaining^ in their hands to the Board of Fund Commissioners

the commissioners, on such settlem[ent], the same shall be forthwith paid over to him by the Fund Commissioners
Sec 9 The sum which any Commissioner of Public Works, shall at any ^one^ time have in his hands, is hereby [restricted?] to ten thousand dollars; and1 nothing contai[ne]d in this or any other act, shall be so co[nstr]ued, as to authorize any such Acting
[Com]missioner to use, loan, or in any [man]ner convert to his private use, either directly, or indirectly, [?] of the public Funds, coming to his hands, & if at any time the [?] Board of [Commissioners?] [?] satisfied that any acting Commissioner shall have so used any of the Public funds,
for his private purposes, it shall be the ex[pr]ess duty of the Governor forthwith to remove such Commissioner from his office, and
appoint a successor.
Sec. 10. No Acting Commissioner shall[?] article of property [?] for the use of the public works, [?]
