Be it enacted by the People of the State of Illinois represented in the General Assembly.
That the Quincy Insurance Company be and they are hereby authorised, to loan any portion of their capital, not exceeding one third part thereof, upon personal security, at a rate of interest not exceeding Eight per cent.2

1Moses Harlan introduced the bill, originally titled "A Bill to Amend "An Act to Incorporate the Peoria Commercial Insurance Company," Approved February 18, 1837, " in the House of Representatives on January 15, 1840. On January 31, the House amended the bill by adding a fourth section on the Quincy Insurance Company. On February 1, the House struck out the first three sections and passed the bill as amended, amending the title so as to read “A Bill to Amend the Charter of the Quincy Insurance Company.” The House informed the Senate of the bill’s passage, but the latter took no action.
