Sec.[Section] 1. Be it enacted by the People of the state of Illinois represented in the General Assembly
Sect 1st That Samuel Leech be and he is hereby authorised to build or erect a toll Bridge across the Little Wabash River in Wayne County on the south East quarter of section Twenty one town two south of range nine east and shall receive the toll for passing the same herein allowed for the term of ten years upon his complying with the requisitions of this act.
Sec 2nd The said Leech shall have the said Bridge completed within twelve months from the passage of this act: Provided it shall be so constructed as not to obstruct the navigation of said River
Sec 3d The rates of toll shall be as follows for passing over said Bridge: viz For every four wheeled carriage or waggon with four or more horses or oxen fifty cents. For every four wheeled carriage with three horses or oxen thirty seven and one half cents For every cart with two or more horses or oxen twenty-five cents, For every dearborne waggon, gig[,] or cart with one horse, mule[,] or ox eighteen and three fourth cents, for a man and horse six and one fourth cents for each loose horse, mule, or ass two cents for a footman five cents. For each head of neat cattle one and a half cents; For each head of hogs[,] sheep[,] or goats, one cent Provided the county commissioners Court of wayne county shall have the right to change the Toll at any time when they shall think it necessary
Sec 4th Whenever the county commissioners Court of Wayne county, shall deem it proper to Purchase said Bridge, they shall have the right to do so by pay -

ing to the said Leech the original cost of constructing said Bridge: For this purpose it shall be the duty of said Leech or his builder, upon the completion of said Bridge, to make out an account of the cost of the same, and after having sworn to it, before the clerk of the county commissioners Court, he shall file the same with said clerk for safe keeping.
Sec 5th The said Leech shall at all times aford a speedy passage over said Bridge, to all persons and property on payment of the tolls herein allowed; Provided that all persons when going to and returning from musters and Elections also all grand and Petit Jurors going to and returning from courts, and all persons going to and returning from Divine worship, shall be allowed to pass themselves and horses free
Sec 6th If at any time said Bridge shall be out of order five days at a time said Leech or the keeper of said Bridge shall be liable to pay a fine of Twenty dollars and for every other five days he shall also be liable to pay a fine of Twenty dollars, to be recovered before a Justice of the Peace in and for said county on half of said fine to be for the use of the person sueing, the other to the county: Provided said Leech be allowed to cross passengers over said river in a Ferry Boat, while said Bridge is out of order at the same rates as the toll allowed: Provided also that the crossing passengers in a ferry boat as aforesaid shall indemnify said Leech from any liability to fine
sec 7 This act to be in force from and after its passage
