1Jonas Rawalt introduced HB 184 in the House of Representatives on January 20, 1840. The House referred the bill to the Committee on Finance, of which Abraham Lincoln was a member. The Committee on Finance reported back the bill on January 30 with an amendment, in which the House concurred. The House referred the bill and proposed amendment to the Committee on the Judiciary. The Committee on the Judiciary did not report back the bill.
