A Bill for an act for the relief of contractors and adjustment of claims against the State.

Sec:[Section] 1. There shall be elected by the joint vote of the present General Assembly one commissioner of public works who shall enter upon the discharge of his duties on the first Monday in June next, and who shall receive such compensation, and perform such duties and continue in office for such length of time as is provided in the act to which this is a supplement.
Sec. 2. The present commissioners of the Board of public works shall continue in office until the first Monday in June, next and no longer, and during which time the same commissioners of public works, shall cause settlements to be made with contractors, and others according to the provisions of the act to which this is a supplement, and shall be governed in all their proceedings according to the provisions of said act.
Sec. 3. The Board of public works shall meet in the town of Springfield at the first Monday in May next, for the purpose of adjusting and settling all claims of contractors which cannot be otherwise settled, any thing contained in the act to which this is a supplement, contrary to the provisions of this act is hereby repealed.

1Richard G. Murphy of the Committee on Internal Improvements, to which the House of Representatives referred a petition, introduced HB 205 in the House on January 21, 1840. The House referred the bill to the Committee on the Judiciary. The Committee on the Judiciary reported back the bill on January 30, recommending its rejection, and the House referred it to a select committee. The select committee reported back the bill with an amendment, in which the House concurred on January 31 by a vote of 38 yeas to 35 nays, with Abraham Lincoln voting nay. The House engrossed the bill, but did not read it a third time.
