Be it enacted by the people of the State of Illinois represented in the General Assembly that the 1st Section of an act entitled “An Act to amend an act entitled an act regulating Elections’ approved February the 5th 1839, be and the same is hereby repealed: and that hereafter the election for members of Congress shall take place at the regular, general election.
This act to take effect from its passage.

1William J. Hankins introduced HB 206 in the House of Representatives on January 21, 1840. The House passed the bill by a vote of 45 yeas to 39 nays, with Abraham Lincoln voting nay. On January 30, the Senate indefinitely postponed consideration by a vote of 24 yeas to 15 nays. On January 31, the Senate re-considered this vote, refusing to indefinitely postpone consideration by a vote of 20 yeas to 21 nays. The Senate ordered the bill read a third time by a vote of 20 yeas to 19 nays, but did not read it a third time.
