Sec[Section] 1 Be it Enacted By the people of the state of Illinois Represented in the general Assembly, that it is here By made the Duty of the Commissioner of the third Judicial Circuit or of the Boad of public works that may here after be Elected ^to^ proceede forwit with out delay after the first Day of march next and open or Cause to be Removed the mill dam at and obstructions there on at Carmi a cross the Litte Wabash River and also the mill Dam a cross said River at New haven in the above discribed maner
