Sec[Section] 1 Be it enacted by the people of the State of Illinois, Represented in the General Assembly, That Wm H. Piatt Administrator of James A. Piatt, late of the county of Macon deceased, be, and he is hereby authorized and empowered to make titles to all purchasers of lots bought of ^James A Piatt and^ James A Piatt & co. previous to the decease of said James A Piatt, situate and being in the town of Monticello and county aforesaid; and that the said Administrator execute and acknowledge good and sufficient deeds to said lots to each purchaser or purchasers thereof: Provided, That the said James A Piatt or James A. Piatt & co., shall have bound himself or themselves by a written obligation to make a deed or deeds to any lot or lots situate in said town to any individual or individuals.
Sec 2 The titles which shall be made and acknowledged by said Administrator in pursuance of this act, shall be good ^& valid^ to all intents and purposes as if the title had been made and acknowledged by the said Piatt Previous to his decease.

1On December 11, 1839, Jesse W. Gouge in the House of Representatives presented the petition of William H. Piatt, requesting authority to make deeds to certain lots in the town of Monticello. The House referred the petition to a select committee. In response to this petition, Gouge of the aforesaid select committee introduced HB 25 in the House on December 17. The House passed the bill on December 23. On December 28, the Senate referred the bill to the Committee on the Judiciary. The Committee on the Judiciary reported back the bill on January 3, 1840, recommending its rejection, and the Senate indefinitely postponed further consideration.
