Sec.[Section] 1st Be it enacted by the people of the State of Illinois represented in the General Assembly
That the County Commissioners of Union county, are hereby authorized to borrow from any person, or Corporation a sum of money sufficient for the erection and completion of the necessary public buildings for the county, and are employed ^empowered^ to execute any notes or bonds bearing interest not exceeding twelve per cent per annum, for the purpose of carrying out the intention of this act. which notes and or bonds shall be binding on the said county of Union.
