Be it enacted by the people of the state of Illinois represented in the General Assembly That hereafter the state Bank of Illinois shall be restored to all the rights and privileges she could ever have properly exercised in her corporate capacity and as fully as if she had never forfeited her Charter, provided however the Legislature reserves the right after an examination of her affairs to place such restrictions on said Bank as will ^not^ be inconsistent with ^her^ chartered rights ^the [...?]^ and the rights of the people
