Be it enacted by the people of the state of ^1^ Illinois represented in the General Assembly that Joseph Hay of Gallatin County be and he is hereby appointed Commissioner for the sale of the saline lands in Gallatin County and that he continue in office until otherwise provided by law
sec[section] 2.
The said Commissioner is hereby authorized (on sufficient and proper proof of payment being made to him) to make certificates of purchase to any person or persons who have heretofore bought and paid for lands in the saline Reserve in Gallatin County that have not received certificates of purchase.2

2After the death of Tyler D. Hewitt in 1836, it appears that the General Assembly declined to elect or appoint another commissioner for the Gallatin County saline reserve lands. By 1841, there still was no commissioner, and a large amount of rent was past due
to the state.
