Sec[Section] 1 Be it enacted by the people of the State of Illinois represented in the General Assembly That so much of the act entitled “An act to amend the several acts incorporating the Town of Galena” approved 15 Feb[February] 1839 as requires the Mayor[,] Alderman[,] and voters therein named to be citizens of the United States is hereby repealed.
And the Oath of a voter when required, at any election, when required,
^provided for^ by the above recited act, when required shall be as follows “You swear (or affirm)
that you are twenty one years old; that you have resided in the Town (or city) of
Galena for six months next immediately preceding this day; And that you have not voted at
this election”2
SecThe president and trustrees of the Town of Galena Shall at as early a day as practicable after the passage of this act cause the same
and the act to which this act is a suppliment to be published in all the newspapers in said Town and by at least ten days notice called upon all free white male persons who shall have been inhabitants residing in said Town for six months immediately next preceding the day of election to vote at such time
and place and in such manner as shall be directed in said notice for and against the
acceptance of this act And the said president and trustees shall for the appoint judges of said Election who shall proceed as

in other elections and make return there of to said president and trustees who shall
forthwith by public notice declare the result of said Election And if this act shall be accepted they shall fix and diclare a day and f for the election of city officers and for the Organisation of city governments And if the first Election for city officers shall not be held before the first Monday
in March 1841 the Mayor and Alderman chosen at said first election shall hold their
offices till their successor in office shall be Chosen and qualified
Sec 3 So much of the act to which this is a supplement as Confers the jurisdiction of a justice of the peace
in civil matters upon the Mayor and Aldermen be and
^is^ hereby repealed.3
Sec 4 The arms of persons subject to be called On to do militia duty shall be excepted
from taxation by the City4 Council
Sec 5 The act to which this is a supplement shall not be impaired in its force or validity by any
heretofore neglect omission or nonuser of the president and trustees or inhabitants
of the Town of Galena provided the said president and trustees shall [within?] Six months or their successors in office shall within six months after the passage of this act
proceed as is directed in the second section of this act5

1Wickliffe Kitchell introduced HB 191 in the House of Representatives on February 4, 1841. On February 12, the House amended the bill by adding a proviso.
The House passed the bill as amended on February 17. On February 25, the Senate referred the bill to the Committee on Internal Navigation. The Committee on Internal
Navigation did not report back the bill.
