Sec[Section] 1 Be it enacted by the people of the State of Illinois represented in the General Assembly. That no more State Bonds, shall be sold for any purpose whatever, except to pay the interest on State Bonds already sold, or to redeem the Bonds, already hypothecated, or to pay the freight and Commissions on Rail Road Iron, purchased for the use fo the State: or to pay the debts already contracted for labour done, or materials furnished, in aid of the construction of the public works of the State, And no sale for any of the aforesaid purposes, shall be made for less than the par value of the Bonds.
Sec 2 All acts or parts of acts, coming within the meaning and purview of this act, are hereby repealed.

1Leander Munsell introduced HB 195 in the House of Representatives on February 4, 1841. On February 12, the House refused to refer the bill to the Committee on Canals and Canal Lands, of which Abraham Lincoln was a member, by a vote of 30 yeas to 56 nays, with Lincoln voting yea. The House further rejected an amendment by a vote of 35 yeas to 49 nays, with Lincoln voting yea. The House ordered the bill engrossed by a vote of 59 yeas to 26 nays, with Lincoln voting nay. On February 17, the House referred the bill to the Committee on Canals and Canal Lands by a vote of 49 yeas to 31 yeas, with Lincoln voting yea. The Committee on Canals and Canal Lands reported back the bill on February 20 with amendments, in which the House concurred by a vote of 42 yeas to 41 nays, with Lincoln voting yea. On February 23, the House indefinitely postponed further consideration of the bill and proposed amendments.
