Sec.[Section] 1 Be it enacted by the People of the state of Illinois represented in the General Assembly That on the first Monday in August next, and on the first Monday in August every
two years thereafter, there shall be elected in each county in this State, one County Collector; who shall continue in office for two years from the time of
his election, and untill his successor shall be elected and qualified.
Sec. 2. Said Collectors when elected, shall enter into bonds in the manner now prescribed
by law.
Sec. 3. The present Collectors shall continue in office untill the election provided for in this act, shall be held, and their successors elected
and qualified
Sec. 4. The elections provided for by this act, shall be held, conducted[,] and returns thereof made, in accordance with the law regulating elections2; and vacancies filled in the manner prescribed by law, to fill vacancies of county
commissioners
Sec. 5. Collectors to be elected under this act, shall have ^power^ to appoint deputies, said collectors being held accountable for the official acts
and doings of their deputies.

Sec. 6. All laws and parts of laws authorizing county commissioners courts to appoint
collectors, be and the same are hereby repealed

1John M. Kelly introduced HB 255 in the House of Representatives on February 15, 1841. The House referred the bill to the Committee on Finance, of
which Abraham Lincoln was a member. The Committee on Finance reported back the bill on February 27, and
the House discharged it from further consideration. The House took no further action.
