1William H. Henderson introduced HB 300, originally titled “A Bill to Dispose of the Canal and its Lands to Pay its Honest Debts,” in the House of Representatives on February 24, 1841. The House referred the bill to the Committee on Canals and Canal Lands, of which Abraham Lincoln was a member. The Committee on Canals and Canal Lands reported back the bill on February 25 with amendments, in which the House concurred. The House passed the bill as amended, amending the title so as to read “A Bill in relation to the Duties of the Clerks of the County Commissioners’ Courts of Bureau, Peoria, and Stark.” The House reported the bill’s passage to the Senate, but the Senate took no action.
