Sec.[Section] 1 Be it Enacted by the People of the state of Illinois Represented in the general assembly That the Right given to the Trustees of the Town of Pekin in the Seventh Section of the act to which this is an amendment— which gives the Trustees of said Town the Right to License Ferries and Regulate the Tolls Thereof Shall be Construed to mean the Exclusive Right to grant licences & Regulate Tolls within the Corporate Limits of said Town.
Sec 2d Should the Collector of the Corporation of the Town of Pekin be unable to collect the Corporation Tax on any real Estate within Said Corporation He Shall report such Real Estate to the Circiut Court of the County of Tazewell in the Same manner and at the Same Time, as is now Required of Collectors of the State & County taxes, where the same Proceedings Shall be had in all Respects, as are now had in Collecting State and County taxes.
3d That all Lands Lying within the Corporate limits of Said Town be and the same is hereby Exempted from all Taxes Levied for Corporation Purposes—unless the same shall have been laid off into town lots

1Richard N. Cullom introduced SB 154 in the Senate on February 3, 1841. The Senate referred the bill to the Committee on Incorporations. The Committee on Incorporations reported back the bill on February 5 without amendment, recommending its passage. The Senate passed the bill on February 6. On February 13, the House of Representatives referred the bill to the Committee on Finance, of which Abraham Lincoln was a member. The Committee on Finance did not report back the bill.
