Sec 1 Be it enacted by the people of the State of Illinois represented in the General assembly. That the county commissioners court of each new county which may be created at the present session of the general assembly, shall at their first meeting as a court—appoint one or more assessors who shall qualify in the same manner and perform the same duties—as is now required by law.

Sec 2 In all cases of vacancy in the office of assessor, or failure on the part of any assessor to perform the duties required of him by law—the county commissioners shall at their ^next^ first regular or special term ^there^ after such vacancy or failure to perform the duties, proceed to fill any or all such vacancies and assessors appointed under the provisions of this section—shall make returns to the commissioners court within three months from the date of their appointment.
